A river basin water management authority is responsible for water regulation and flood prevention across multiple rivers within its jurisdiction. However, it has long faced several challenges: dozens of flow monitoring stations are distributed throughout the region, some in remote mountainous areas. A large amount of monitoring data still relies on manual, onsite meter reading at regular intervals, resulting in poor timeliness and high labor costs.
